Healthcare Infrastructure & "Last Mile" Clinics

Western often struggles with overstretched referral hospitals due to the high number of patients seeking care. To address this challenge, the goal is to decentralize healthcare services and bring quality medical care closer to communities. This can be achieved by upgrading local dispensaries to Level 4 hospitals equipped with functional maternity wings and reliable oxygen supplies. By strengthening these facilities, emergency and essential healthcare services will be more accessible, ensuring that no constituent has to travel more than 10 kilometers to receive urgent medical attention.

Value Addition for Local Produce (The "Kitchen" Agenda)

Western Kenya produces large amounts of maize, sweet potatoes, and bananas, yet a significant portion of this produce goes to waste or is sold at very low prices. The goal is to move beyond basic farming and focus on value addition through processing. By setting up small-scale processing plants that can turn these crops into products such as flour, crisps, or starch, communities can reduce post-harvest losses while creating employment opportunities for the youth. This approach also increases the value of farm produce, helping village farmers earn higher and more stable incomes.

The (Zero-Student-Left-Behind)Bursary Reform

The current system of scattered bursaries from MCAs, Governors, and MPs is inefficient and prone to favoritism.

  • A Unified County Fund: I will champion the consolidation of all local bursary streams into a single, transparent, and merit-based digital registry. No more "who you know" to get a fee waiver.

  • Emergency Tuition Support: Establish a rapid-response fund for students in Western Kenya who face sudden dropout risks due to family bereavement or crop failure.

  • Specialized TVET Grants: Full scholarships for youth enrolling in local Technical and Vocational Education and Training (TVET) centers for high-demand skills like Masonry, Mechanical Engineering, and ICT.

Ward-Based SACCOsfor Small Traders

Empowerment is most effective when people work together through collective bargaining. The plan is to support the formation and strengthening of ward-based SACCOs for groups such as Mama Mbogas, Boda Boda riders, and Mitumba traders. Through these cooperatives, members will be encouraged to shift from a hand-to-mouth lifestyle to a culture of saving and investing. The proposal is that for every shilling saved by the SACCO, the office will provide matching grants, enabling members to eventually purchase their own motorbikes or shop stalls instead of renting indefinitely.
